If I recall from the Stadium games correctly, the tail thing does not shoot out of the bottom of his bell like that. Rather, it's connected to the leaf.
I remember on that horrid Pokemon show that victreebell always ate James head when he was let out. Wow, i haven't seen that show in like forever, probally a good thing though.
