[EDIT] Since the upload worked, I'll put in some better info about this character.
She belongs to Stephanie Schauer, a writer friend who commissioned this illustration of her. She is a Highborne dragon--that is, a dragon who can assume a humanoid form at will. Her name is Tari and she's a healer who uses the magic entwined in her dance to heal people and retrieve lost souls.
She's being groomed to become the empress of...something. The Highborne dragons I suppose. She has a half werewolf daughter (half werewolf and half dragon...what a combination). Her mother was a little...crazy...due to a collar she was forced to wear, which kept her in her humanoid form. As a result, Tari can be unstable. She can go into a berserk rage when fighting and the broken circle tattoo on her left arm is a mark that shows she was expelled from the army due to killing one of her comrades in one of those rages.
