I use Adobe photoshop and da line tool *isha cheater * but I can't make meh lines good like dat, no matter what ah do

"Feel it, feel the power, feel the force, feel the afro," I always think of that song first whenever I see an afro. Anyway, I like the drawing you've got here. I sort of lacks depth, but that might be more due to the lack of shading then anything. I hope that you get some spectacular colors back in response to this piece.

i've been trying to grow out my 'fro like that, but it keeps getting uneven...and my guinea pig sometimes eats the ends ;0;

Oh!, yeah to get lines like that would require a tablet.
A nice person to ask about the pen too and getting good lines is jazzchan. Shes really nice and the master at using it.

Getting good lines by hand takes a lot of practice. Its good, if you have one of those nifty 15 dollar (microns) or 10 dollar (staedler fineliner)pen sets with the different size nibs. Because you can change the lien with in certain parts. Make hair lines and details more wispy thin and such. I love inking by hand more than a tablet b/c for me if you don practice its hard to get back at it. I should check out your gallery. >:3
