Pretty much a vector, not completely though. One of my few finished works, created with Photoshop Elements.
The girl in the right is Naoko, my character who is a FOX not a cat.
The girl on the right is Azi, copyright to Azukie Miarra on deviantART.
Made for a contest that Azukie had and placed 1st in the contest.

Just because I'm anal, this isn't vector: a vector piece is infinitely scalable and is created using anchor points and bezier curves, which can't be done in Elements 2.0.
It still completely rocks.
